Bring a 5qt pot of water (filled about halfway) to a boil. Slice each bell pepper in half and clean out seeds. Place peppers in boiling water for 5 min. Once the peppers are softened, remove from water and set aside to drain.
Preheat oven to 350 degrees Fahrenheit.
In a large skillet, cook up ground beef or turkey and drain grease. Add tomato sauce, carrots, mushrooms, garlic, onion, parsley, salt and pepper. Mix until well combined. Place peppers in a baking dish cut side up and spoon beef mixture into each one. Bake in preheated oven for 30 minutes. Top with shredded cheese.
